The Wilfred Avenue/Golf Course Drive Interchange (punch-through)
Project at 101 was issued a 'CEQA Negative Declaration' by Caltrans meaning 'no significant (environmental) effect'.
According to CEQA (California Environmental Quality Act) when you consider the casino and other traffic facilitated by this
punch-through project the 'Negative Declaration' is inappropriate for this project. The purpose of Rohnert
Park Citizens to Enforce CEQA (rpcec.org) is to ensure that Caltrans conduct a full Environmental
Impact Report (EIR) with regard to The Wilfred Avenue/Golf Course Drive Interchange Project and that an EIS be done by
the feds. A lawsuit was filed in federal court against the United States Department of Transportation
and against Caltrans in state court: See breaking news with regard to suits.
Wilfred Avenue and Golf Course Drive would be linked feeding casino and other traffic
past Hahn School, Honeybee Park and Honeybee Pool and also through surrounding Golf Course Drive neighborhoods.
Caltrans is mandated to do a full Environmental Impact Review (EIR) on
projects that would have significant, incremental environmental impact; projects such as the Wilfred Avenue/Golf
Course Drive Interchange. The Federal Highway Administration is mandated to take a "hard look"
at the casino project as it relates to the plans for the Wilfred Interchange Project. That's the law!

The Wilfred Avenue/Golf Course Drive link (simulation) making them 'one
street' passing under 101. A 'mini freeway' would be created from Snyder Lane/Petaluma Hill Road through
to Stony Point Rd. via the Golf Course Drive/Wilfred Avenue link. Widening is planned for Wilfred Avenue and Golf Course
Drive making them a major arterial with 4 lanes and,in some areas, the capacity to expand to 6 lanes. Golf Course
Drive would become the road directly to the casino!!! Regular gamblers would soon find their way down and through our
streets.
